Way to exfoliate oily skin.

My skin is highly oily and sensitive with acne scars on it.I always worried to apply makeup on my face due to my acne prone and problematic skin.I heard that exfoliation is essential for problematic skin,is that true and if yes then how can I exfoliate my oily skin?
