How prudent it is to not allow hair transplant in the balding area in men?

I am experiencing hair loss for last 4 years now. I am 29 years old now, and I have tried various medicines and natural remedies for hair re growth, but none worked. This time I have thought of going for a surgery for hair replacement, and while consultation, my doctor told me that he would not transplant into the area where he expect hair loss, and rather just focus on the frontal hair line. I want to know from a hair specialist now, whether it would be a wise thing to do, as according to him it would not only cost me exorbitant, if I don’t go by what he says, but also result in further hair damage! I would be extremely grateful for an appropriate advice!
